Used Oil Management
Ref. 40 CFR §279 & 761.20(e)
Overview
Large quantities (~55 gal.) of used oil shall be accumulated on-site.
Small quantities of used oil may be transported to a used oil collection center that is registered, licensed, permitted or recognized by a state/county/municipal government to manage used oil.
Used oil filters shall be collected on-site and will not be sent to the Sanitary Landfill with the regular trash.
Requirements
Containers used to accumulate used oil and/or used oil filters must be in good condition, free of severe rusting, structural defects or deterioration and kept closed unless adding to or performing sample activities.
Containers used to accumulate used oil shall be labeled with the words "Used Oil". Containers used to collect used oil filters shall be labeled with the words "Used Oil Filters". Filters shall be drained completely of oil.
In the event of a release of used oil to the environment the facility must stop and contain the release, then clean up and properly manage remedial wastes.
Large quantities of used oil shall be sampled and analyzed for the following constituents of concern: total arsenic, cadmium, chromium, lead; total halogens; flash point; polychlorinated biphenyls prior to energy recovery.
Specification Used Oil, that which does not exceed constituent of concern levels identified in 40 CFR §279.11 (below) and are destined for energy recovery do not count towards the facility’s hazardous waste generator status.
Off Specification Used Oil, that which exceeds constituent of concern levels identified in 40 CFR §279.11 (below) and are destined for energy recovery will be managed as hazardous waste and count towards the facility’s hazardous waste generator status.

Record Keeping
Maintain receipts/shipping papers (i.e., Shipping Papers for specification used oil, Uniform Hazardous Waste Manifests for off specification used oil).
